NABARD Acquires MTNL’s BKC Campus Leasehold Rights in Rs 351 Crore Deal

The National Bank for Agriculture and Rural Development (NABARD) has acquired the leasehold rights to a prime commercial campus in Mumbai’s Bandra-Kurla Complex (BKC) from Mahanagar Telephone Nigam Ltd (MTNL) for Rs 350.72 crore, according to property registration documents accessed through CRE Matrix. The transaction highlights the growing trend of public sector entities monetising high-value real estate assets in India’s top commercial districts.

What Property Has NABARD Acquired in BKC?

The deal involves leasehold rights over a commercial campus spread across nearly two-thirds of an acre in BKC, Mumbai’s premier business district. The property includes two buildings with a total built-up area of around 43,287 sq ft.

The Mumbai Metropolitan Region Development Authority (MMRDA) originally leased the land parcel to Mahanagar Telephone Nigam Ltd (MTNL) in April 1998. The lease tenure was set for 80 years. With the latest transaction, NABARD has acquired the remaining leasehold rights for the property. The balance of the unexpired lease tenure is nearly 52 years and will continue until around April 2078.

The deed of assignment for the leasehold property was registered on May 8. It attracted stamp duty exceeding Rs 21 crore.

How Did NABARD Secure the Leasehold Transfer?

The transfer became effective after MMRDA approved the assignment in February this year. Following the approval, MTNL assigned all remaining leasehold and sub-lease rights in the property to the National Bank for Agriculture and Rural Development.

As part of the agreement, NABARD officially stepped into MTNL’s position as the leaseholder and sub-lessee under MMRDA for the BKC property.

The agreement also confirmed that NABARD has fully paid the consideration amount. On the other hand, MTNL has provided an irrevocable discharge of all rights, claims, and interests linked to the property.

Why Is BKC a Strategic Location for Institutional Buyers?

Bandra-Kurla Complex remains India’s most expensive and sought-after commercial business district. The micro-market houses leading financial institutions, multinational corporations, regulators, and government agencies.

NABARD is expected to use the premises for its institutional and administrative operations in Mumbai. The acquisition strengthens the institution’s long-term presence in the country’s financial capital.

Demand for office assets in BKC continues to remain strong because of limited land availability and the dominance of long-duration leasehold structures controlled by MMRDA. Large institutional transactions in the locality are relatively rare, making this acquisition significant for the market.

What Financial Responsibilities Will NABARD Assume?

Documents related to the transaction showed that NABARD will bear all liabilities associated with the property from March 30 onwards. These include:

  • Ground rent payable to MMRDA
  • Transfer fees and differential premium
  • Municipal taxes
  • Maintenance charges and related outgoings

Therefore, the transfer effectively shifts all operational and financial responsibilities tied to the campus from MTNL to NABARD.

The transaction reflects a broader trend of public sector undertakings and government-linked entities monetising non-core real estate assets, especially in premium commercial hubs such as BKC.

With limited land supply and rising institutional demand, commercial assets in Mumbai’s financial district continue to attract strong interest from banks, regulators, multinational occupiers, and government-backed organisations seeking long-term operational bases.
